AIR POLLUTION CONTROL ENGINEER III

MINIMUM REQUIREMENTS

  • One (1) year of experience as an Air Pollution Control Engineer II;
    OR
  • Two (2) years of engineering experience in the field of air pollution control or in a closely related engineering field;
    AND
  • Such training as may have been gained through graduation from a four (4) year college or university with major course work in Chemical, Civil, Industrial, Mechanical, or Metallurgical Engineering, or in a closely related engineering field.
  • Possession of a Master's Degree in Chemical, Civil, Industrial, Mechanical, or Metallurgical Engineering, or in a closely related engineering field, may be substituted for one (1) year of experience.
  • A Doctorate in any of these fields may be substituted for two (2) years of experience.

NECESSARY SPECIAL REQUIREMENT

Possession of a valid automobile operator's license and the use of an automobile during working hours. You must be able to provide your own transportation to and from the various work sites throughout Allegheny County. You will be required to travel.

NATURE OF WORK

This is advanced professional engineering work in the field of air pollution control. An employee in this class is responsible for directing air pollution control activities in a district of the County, or performing duties of equivalent scope and difficulty in a central staff function. Work includes investigating complaints of air pollution and determining courses of action, processes and recommending modifications for reducing the emission of atmospheric pollutants, and determining and reporting violations of Allegheny County Health Department regulations and modifying these regulations. Supervision may be exercised over professional and technical employees. Assignments are received with little or no technical instructions and employees proceed with independence in working out the details necessary to culminate the projects. Work is reviewed upon completion by an administrative or technical superior for fulfillment of assigned tasks and objectives.

KNOWLEDGE AND ABILITIES

  • Knowledge of commercial and industrial operations and processes, particularly as they affect the emission of atmospheric pollutants.
  • Knowledge of the types, operation, characteristics and proper application of air pollution control devices.
  • Knowledge of the techniques and instruments used in source and general atmospheric sampling.
  • Knowledge of basic engineering principles as applied to air pollution.
  • Knowledge of the principles of combustion.
  • Knowledge of organic and inorganic chemistry.
  • Skill in the use, fabrication and modification of technical air sampling equipment.
  • Ability to operate the technical equipment used in source and general atmospheric sampling, and to perform the related mathematical and engineering calculations.
  • Ability to utilize computers for modeling source emissions and determine control strategies necessary to attain air quality standards.
  • Ability to analyze and prepare raw technical data into clear, concise reports and present recommendations.
  • Ability to communicate effectively both in oral and written form.
  • Ability to effectively supervise the work of professional subordinates.
  • Ability to secure industrial compliance with the rules and regulations established by the Allegheny County Health Department.
  • Ability to establish and maintain effective working relationships with associates, industrial representatives, municipal officials, and the general public.
  • Ability to travel to and from work locations to carry out the responsibilities of the position.

SCOPE OF THE EXAMINATION

The examination will consist of the following parts:

Rating of Experience and Training - You will receive a score based on the experience and training you report on your Application for Employment. It is therefore important that you provide complete and accurate information. Failure to do so may delay the processing of your application or result in a lower than deserved score or disqualification. You may use an additional application to submit additional information. After initial appointment, completion of a six (6) months probationary period is required prior to permanent status in that position.

PURPOSE

To establish open competitive and promotional eligible lists for use in making merit system appointments in the Allegheny County Health Department. The lists will contain the names of successful candidates ranked in the order of final earned ratings. The lists will be in effect for one year unless previously exhausted or superseded. In the ranking, open competitive applicants qualifying for Veteran's Preference receive an additional ten points on the final earned rating. Form DD-214 must be attached to the application form for consideration for Veteran's Preference. Determination of Veteran's Preference is made in accordance with State Civil Service Policy.

ALLEGHENY COUNTY CIVIL SERVICE EMPLOYEES (NON-ACHD)

Regular or probationary employees of County Departments currently in this classification, hired under a State Civil Service System, who apply for this position will not be considered as Open Competitive applicants. Those employees selected for transfer to the Allegheny County Health Department will be considered to have resigned their Civil Service status from the Department in which they are currently working and will be required to complete a probationary period with the Health Department.
